Jeff Allen

Jeff Allen has been with Stumar Investigations for 13 years. He started his career as a field investigator/surveillance agent, eventually moving into the Insurance Group. He currently serves as the firm’s Investigations Supervisor, overseeing the Insurance, Business, Civil, Business Litigation and Intellectual Property Rights (IPR) groups.

Allen’s accomplishments in the area of brand protection and piracy over the past 10 years has allowed him to work closely with law enforcement from local police to federal agencies, assisting in some of the largest counterfeit raids in the Mid-Atlantic region. He has testified as an expert in the field of intellectual property (IPR) and product identification in local, state and federal courts, as well as testifying to the structure of counterfeit organizations. In addition, Allen has lectured to many law enforcement agencies about effective investigation techniques in the IPR area.

A graduate of East Stroudsburg University, with a degree in sociology/criminal justice, Allen has attended numerous training seminars in the IPR field as well as computer forensics and data base training and advanced courses in statements. He has worked along with the Delaware State Police Liaison to the Legislature to help create some of the language in the current Delaware Anti-Counterfeit Statue. He is a member of the Association of Certified Fraud Examiners and is an active leader in local youth leagues and several civic organizations.

Lloyd Brown         

Lloyd Brown is the Marketing and Client Relations Specialist for the Insurance Defense Group, as well as lead Surveillance Group Liaison at Stumar Investigations. A 25-year investigative veteran, his entree into the field came in 1984 while working in the risk management/safety department of a national soft drink company investigating large truck accidents. In 1989, he joined a regional investigations firm, taking a position as field investigator/surveillance agent. Prior to joining Stumar in 2002, Brown was the national account executive for Crawford and Company, within their investigations division.

Brown has served as president of the Pennsylvania Claims Association and is a member of numerous claims associations within the Delaware Valley. He has provided testimony in local, state and federal courts, and also has spoken and lectured on investigations for insurance carriers, third party administrators and self-insured companies. A volunteer for the Chester County Special Olympics, he is also a classic car enthusiast. Brown is a graduate of William Paterson University.

William Sterrett

William (Bill) Sterrett joined Stumar after many years in the insurance industry, working with major insurance carriers’ multi line adjusting teams, as well as a national third party administrator handling multi lines as a Senior Team Leader.

Sterrett initially began his career at Stumar as Assistant Supervisor of Surveillance, managing a team of agents on a daily basis. He was recently promoted to Surveillance Group Supervisor. In this capacity, all surveillance agents report to him.

Sterrett graduated from Millersville University with a BA in Criminal Justice. He also holds insurance casualty multi line licenses in several states and attends seminars, trainings and numerous continuing education classes to maintain his licenses. Sterrett is involved with Special Olympics and the United Men’s group, which services local soup kitchens and endangered youth.
